Whether on patrol for reckless drivers, or at the office reviewing case notes, modern law enforcement officers need the latest information at their fingertips: vehicle registrations, personal histories, outstanding warrants, as well as close inter-agency communication with organizations like the FBI. In Delaware, DELJIS is the agency that makes all this and more possible. As steward of the state’s single repository of criminal justice information and its comprehensive integrated infrastructure, DELJIS supports more than 10,700 users and works in close cooperation with 400 organizations and agencies at the local, state, and federal levels.
As technology, policy and crime have changed, DELJIS has kept up to speed through continuous modernization—while relying on the rock-solid security and resiliency of its IBM Z platform, which hosts decades of sensitive, highly regulated criminal justice data in Software AG’s Adabas database. DELJIS has harnessed nearly 35 years of working with Software AG to develop, deploy, and integrate modern technologies like a fast, web-based, in-car system for officers on patrol and citizen self-service portals. Today, DELJIS handles 2.9 billion commands per month, and growing, on its rock-steady Adabas & Natural core running on IBM Z.
The scale and importance of DELJIS is hard to overstate. It touches nearly every government agency in Delaware, all of whom depend on Adabas & Natural on the IBM Z platform, for their ongoing security, reliability, and efficiency. At the center of Delaware’s first-in-the-nation approach, is a single repository of criminal justice information stored in Software AG’s Adabas database. It contains information from warrants, arrests, depositions, offender records, weapon permits, the sex offender registry, and more
“Adabas is our core critical system of record and that’s where everything that we have is stored,” says Michael Maguigan, Platform Engineer Manager, DELJIS. “It’s our single repository. And, of course, that means we make heavy use of Natural—we have over 18,000 Natural programs.”
These solutions have provided:
A major contributor to Delaware’s criminal justice success record is the flagship Natural application, the Law Enforcement Investigative Support Suite (LEISS). Running in all patrol vehicles, and accessible to every police officer in the state, LEISS covers most law enforcement functions, from incident response and automated warrant checking to vehicular crash and intoxicated driving reports. Thanks to the interagency information sharing, even a warrant for someone behind on child support payments is flagged. Now an officer has everything he needs to know via LEISS before leaving his patrol car—and even more information when he returns with the driver’s ID.
With the addition of CONNX, Software AG’s data access and virtualization solution, DELJIS has quickly developed new web and cloud apps while maintaining secure data access to its central repository, which is protected by the time-tested IBM Z platform. DELJIS uses CONNX to secure everything from single sign-on for law enforcement officers and their many partners by providing profile information to the CJIS Identity OpenID system to authorize and authenticate access.
It’s also using CONNX to modernize LEISS, transforming it from a desktop app to a hybrid solution built on a web-based architecture with faster-anywhere data delivery. This has reduced idea-to-deployment time for new LEISS features, like an innovative e-ticketing solution that makes it easier for citizens to see, confirm, and pay for certain infractions such as speeding tickets.
DELJIS leverages the cross-platform interfaces provided by EntireX to facilitate a number of public and internal State services. Paying traffic tickets or criminal fines, allowing the public to view wanted persons or search the sex offender registry—it all happens with EntireX!
"If there’s a central tenet to the longstanding success DELJIS has helped foster for the State of Delaware and its criminal justice system—it’s that the IBM Z platform it uses, and the applications it runs with Adabas & Natural, have led to stunning reliability and stability, with support for forward thinking modern innovation," explains Maguigan.
From DELJIS to the officers and agencies it serves, IBM Z, and Adabas & Natural, continue a 35-year legacy of stability, auditability, and unmatched regulatory compliance. These systems have stood the test of time—and are ready for tomorrow.
So as the people of Delaware go about their lives, they can be confident DELJIS is using the latest technology to keep them safe and keep their state ahead of the safety and security curve.
